Start on the water, because the city was built to be seen from it. Then the Tower and the Abbey on timed entry, and an evening in pubs that have been pouring since before the Great Fire took the street next door.
Westminster to Greenwich by boat
The cheapest sightseeing in London and the only angle that makes sense of the place. Tower Bridge opens above you, Greenwich has the Cutty Sark and the meridian, and the pier is a short walk from both.
